Gender Equality in German Development Policy
Gender equality is fundamental for the realization of democratic societies based on human rights, social justice and sustainability. Therefore, in 2014, the Federal Ministry for Economic Cooperation and Development (BMZ) published the cross-sectoral strategy on gender equality in German development policy. It lays out basic principles and guidelines of the gender approach that is applied in German development policy. It is a binding principle to apply a gender perspective to all measures and at all political levels.
Following a three-pronged approach, the strategy aims at overcoming multiple discrimination. The three elements are:
- Gender mainstreaming, i.e., applying a gender perspective in all development policy strategies and projects.
- Empowerment, i.e., targeted measures against gender-based discrimination and disadvantages, as well as specific activities to strengthen women’s rights.
- Policy dialogues, i.e., establish the strengthening of women’s rights and gender equality in high-level bilateral and multilateral development policy dialogues, in sector policy dialogues and in policy advice.
